THIS is the driver to download, from the Dell downloads.

Also, check the BIOS (F2 Setup at bootup) and make sure the "Integrated NIC Controller" is set to "ON".

What operating system do you have?  Windows XP or Vista 32 bit?   The code 28 means no driver is installed.

There is an Intel ethernet driver listed on the E310 downloads for XP, but not for Vista.  However, I have the same Intel chipset and eithernet hardware in my E510 and the XP driver is working OK in Vista 32 bit.

But, getting into this, did you do a reinstall?  On a reinstall, after installing Windows you MUST install the Intel Chipset drivers BEFORE installing most device drivers, including the eithernet driver.  One of the main things the chipset drivers do is define (identify) the devices on or attached to the motherboard.   If the device is not defined then the drivers will not install as they cannot find the device.

thank you for the reply.  i am running windows xp and i did a reinstall.  chipsets were uploaded in proper order with all hardware devices recognized, to include the ethernet controller.  in the hardware scan, the controller is coming up, but is not active.  if you know, which driver listed under e310 downloads is the correct one?
