Exactly when I directly tried to plug in USB Pen Drive in it. The port did not detect it ! and infact it did not detect any of the USB devices I plugged into it, none Mouse, Keyboard, USB Pen drive none of them were detected. So when you say I will need a USB Upstream cable plugged into Monitor can you explain a little more as in What Way ? One end going into the Monitor and the other in ?

These USBs act as extension hub to plug your USB devices. They won't work out of the box. 

In order for those ports to work you will need a USB upstream cable plugged to the monitor and cable.

One cable between computer and monitor for VIDEO ( Either HDMI cable or DP cable ) 

One USB upstream cable between computer's USB port and Monitor's USB upstream port. Once you plug this cable. Other USBs or the monitor will start working. 

I am still not able to get this, If I have one upstream cable connected to my computer and one in the USB Upstream Port of the Monitor ? How and what am I going to use it for? Any which ways one Port is blocked by the upstream cable ! So how is this used and when ? 

Can you give me an example a real like use case or a scenario ?

One if Monitor's USB upstream port and other one in Computer's USB port 

So in total you will have to 2 cables between monitor and computer.

USB upstream cable 

Video cable (HDMI/DP) 

You may have received one upstream cable with the monitor. 

If not they are very cheap and you can buy them online.

So once I have one USB Upstream cable connected into the Monitor and one on my Computer. I can use the other USB port like a normal USB port for anything like read Data? Attached USB powered devices like keyboard or mouse, Attach a USB Pen Drive etc…?

@XPS_Man  The cable you’re showing is a USB 2.0 cable. The U2419H supports USB 3.0, so if you want USB 3.0 speeds, you will want a USB 3.0 cable, which has a different connector shape for the USB-B side that plugs into the display. But the display should have come with that cable.

@Magnito  Think of the USB ports built into the display as a USB hub that just happens to be built into a display. And just like a regular USB hub, if you want to be able to plug devices into it and use them with your PC, then you need a USB connection between the hub and your PC. USB hubs don’t communicate with PCs wirelessly, and video cables do not carry USB data (except USB-C), so if you want video and USB data connectivity between your PC and the display, then you will need two cables connected between them.

It might also have been a good idea to simply check the user guide for the display on the Dell Support site. It explains this very well, and that way you wouldn’t have had to ask the Internet a question and hope to get a correct answer. It was already out there for you. It’s always a good idea to check the manual.

@Magnito  Not sure how a mention of the manual is considered an “unsolicited lecture”, and you’re certainly not the only one who has asked a question here that was already answered in a manual that was already available. And I realize some people might not know that manuals are available. That is why I answered your question AND mentioned the manual for future reference rather than just saying “Go read the manual.” Dell’s documentation is usually good. Their documentation for laptops even includes step-by-step guides for removing and replacing every component in the laptop, for example. Your question isn’t “silly”, but it IS fairly basic, since it just asks how to use a function of the display. That is something that is likely to be addressed in a manual, and in this case it is. But again, in the spirit of helping others on a forum, I also gave you an answer.

Sometimes helping people involves showing them how to help themselves.

Yes you got it. Get a USB 3.0 upstream cable and everything is plug and play.
