Problems with my broadband connection and new computer

I have just purchased a Dell 8400. I have loaded my software for the external modem which is a BT Voyager via a USB connection.
 
The problem I am having is that the modem works but unable to get on the internet, lights flash that message is going out but no response from the server.
 
Been in contact with AOL and they say it is a line problems but when i use my old computer again on windows XP the modem and line work OK. (on line now with no problems) This leads me to something I am doing wrong loading with Dell.
 
My software for the modem does not appear to be full loading and windows uses it's own drives, but I am unable to stop this happening.
 
Tried lots of times to uninstall/install my modem software but not able to get it to work correctly.
 
Anyone help with this?

    Assuming you have XP go to Start, Run, and type CMD, type ipconfig /all, hit enter. (Always use a space after ipconfig)You should have an ip address like 192.168.1.xxx. If you don't, type ipconfig /release then ipconfig /nenew.  Also check your modem set up site to be sure everything is set up properly. Check your network settings and be sure you have set to Obtain IP address automatically. Have you shut down the computer than the modem, restart the computer than the modem?
