Solved!
Go to SolutionCBL0002 on R7425
I attempted to move my boss controller from pcie riser 1 to riser 2 and got message of CBL0002 Backplane 0 signal cable disconnected.
It locks in boot, hit F1 and it allows the boot and all drives work. So how do I resolve this so it quits locking on reboot?

Is the error going away if you connect BOSS controller back to riser 1? Below link have details on PCIe slot supported by BOSS controller for various configuration.

Removed Riser 2, and power cycled the system. Error went away. Reinstalled Riser 2 and error did not return.
Seems to be a firmware issue.
