DM is an elevated privilege.  Rockstars can DM non-Rockstars and I think vice-versa, but not non-Rockstar to non-Rockstar or non-Tech Expert to non-Tech Expert.

I was having this same problem as well and I found that rolling back the BIOS firmware to the 2019 version did help my motherboard actually acknowledge my GPU and getting rid of that code 43 error in device manager. I'm writing this in the hopes that someone with more time than me or maybe they're more specialized in the Dell BIOS versions to see where the breaking point is and if this can be fixed so we can just keep with the current BIOS updates.

I've tried a number of things before I decided to roll back the firmware. I used the Display Driver Uninstaller (DDU) to remove all the AMD drivers and used the factory fresh install and that of course failed. I've done one that was recommended of just downloading the drivers from AMD and then kill the executable before install, so you could go to Device Manager head to your GPU to then select the Driver you need would need manually, that did not work either. I've also followed a video where a man was using a software that would remove certain drivers due to people using these GPU for mining and then selling them with certain drivers that would cause a conflict, that did not work either.

I've of course made sure everything was up to date, made sure my GPU was in the right PCI-e 16 slot made for GPU use. I also made sure in BIOS to assign it to that Specific slot (PCI-E slot 3 counting from the top down, the official documentation and what the physical motherboard will tell you is not the same unfortunately.) 

Everyone will have you thinking it's a Windows 11 issue and maybe is it, but I believe this is Dell fault, they released a firmware update somewhere along the way from 2018 that has conflicted with Windows in some way. I have two 1 TB NVME storage with Windows 11 installed on one and Arch Linux installed on the other. When I was troubleshooting the 5700 with the up-to-date firmware on windows 11 everything is fine (other than my GPU not being acknowledge and it working off of some basic graphics), but when I would try to switch over to Linux during the booting process of the OS it would just hang. Since I've rolled back, I am now able to use both OS's with no problem, with the both of them acknowledging my card.

I believe the BIOS Firmware is where the problem resides, and the past versions need to be looked at deeper. Since this is an old GPU being used on an old PC, I can't imagined Dell would actually take the time to fixed this, but if anyone is in the same position as me and has built this PC up from the bottom up and wanted to try out a GPU that is known for being good on a budget, I hope this will point you in the right direction.

I will be posting this on all Reddit post of this issue and YouTube in the hopes of letting people know that they should actually just go look for a different GPU until this is fixed.

I pretty much did all of those things in the link. BIOS updated, windows updated, latest AMD drivers installed. Installed in another computer etc.

The AMD driver installation will find the card but at the end of installation it will complain that  there is an issue with the card or something. A reboot after that didn't help either. I've tried using DDU to uninstall AMD and nVidia GPU drivers completely too. I've also tried the Factory Reset option during the AMD driver install. No luck either.

I don't know if it is the windows either. The issue started when I run Proxmox and try to pass the card to a VM, which ends up with no output at all from the VM. Hence I decided to install Windows 11 directly to eliminate complexity.

The fact that the card works perfectly in another computer makes me think the card is ok and it is something is with the Dell? Hence the reseat and swapping slots between the 2 x16, multiple times (the definition of insanity?). I even bought a 10-pin to dual 8pin pci-e cable to supplement the existing 8pin to 6-pin GPU cables thinking it may be the power issue. Still no luck. Also, using the original 8-pin cable, I was able to power a RTX 3070 (which requires two 8-pins vs the RX's 1 8-pin + 1 6-pin) using a 6-pin to 2 8-pin splitter.

The original Dell comes with only 425W so I replaced it with the 950W version. Is there a setting I need to change to activate the new PSU. All my testing are done using the new PSU though.

Also the computer comes with one 8-pin to 2 6pin pcie cable. The 5700XT needs 1 8-pin + 1 6-pin. So I connect one of the 6 pins to a 8-pin to 2 8-pin splitter. The same set up works with a RTX 3070.
