If you have reformated and reinstalled XP using the OEM XP CD, you have overwritten the Dell MBR which gives you the CTRL-F11 feature. You can restore the Dell MBR by using a utility called DSRFix. The FIX and information explaining how to use it are there. I've used this utility before and it works great. I also worked with the author to get it to work correctly with RAID setups. Once you run the utility (CD or floppy format) the Dell MBR will be restored and so will your CTRL-F11 option.
