Windows XP Question (spysweeper)

I have a question?........Does anybody know how to stop a program like spysweeper from starting in another users account in windows xp........On my PC we have two accounts, my wife's and mine. Recently my wife complained that spysweeper's recent upgrade is interfering with her work when she's on the computer. For instance she has a program called Memory Manager that she uses for her scrapbooking. She says when she tries to open this program it is slow or opens in stages from time to time. She believes spysweeper and the recent upgrade is causing the problem.

Is there a way to stop spysweeper other than shutting it down after she boots up from running in her account but run in mine?

Thanks for your help........

What I'm asking is there a way on my dell machine that has windows xp and two users to disable any program on one account and have it run on the other at the same time.......Spysweeper was just an example of a program that I wish to disable in my wife's account.....

I do not have a real problem with spysweeper other than the occational problem with my wife running her programs.

    Thanks
