It is in the BIOS, but it is set at Disable. You have to Enable Overclocking first to see it. I got a BIOS update today hoping it could be enabled but it still isn't. I hope someday it will be.
Thats for checking Pete, I figured it out. Dell just likes to control things in the background. If you enable overclocking it does appear to adjust the xmp profile and increases your boost clock.
Some tweaking can be done after that in the intel xtu app, I just have not played with it enough to see what the watchdog app will actually allow to stay and not be ignored apon reboot

I did not see any XMP option in the BIOS on my XPS 8950.
