Cannot get support through phone lines

I've been having a hardware fault with a dell monitor. So I go to the website, follow the instructions, put in my product number and it gives me a number to call. Okay, straight forward so far. I then called the number three times:

1) Indian call center answered. Sound kept dropping out, and I could barely hear them due to muffled/static microphone (they had to repeat everything 2-3 times). Finally, they redirect me to an American (accented?) tech support desk. He begins by asking for my express service number. I read it out to him, and he hangs up.

Okay, maybe they hit the wrong button on accident. Better try again!

2) Indian call center answered. No sound dropping out this time, but could barely understand them. Get transferred to an American accented tech. My first words are, "I'm having issues with a Dell monitor..." He hangs up again.

At this point I'm guessing the agent they transfer me to must get performance pay (paid based on tickets solved per shift). So if they encounter a ticket they can't resolve -- like one related to a monitor -- just dump them ASAP them for wasting his time, right? Because being hung up on twice literally the moment you tell them what type of device you have is an extremely unlikely coincidence. 

3) This time I try a different number, in hopes of avoiding that same tech who keeps hanging up. Indian call center answered. But on top of being very muffled like the last two, this one spoke very rapidly to the point I literally could not understand more than 20% of the individual words they said. At this point I was tired of Dell Support and just hung up myself. 

This is the first time I've encounter tech support so awful. At least normal bad tech support is just bad at their jobs -- they don't actively block customer attempts to contact them, or make themselves incomprehensible due to poor quality lines. But I'm not here just to rant. My question is: Is there any way I can get tech support by e-mail, or chat, or something other than that horrid overseas call center? Some method where I can actually communicate with someone in a reasonable manner.
