No screen
try in confirm something. If you unplug the cable that goes to the screen, attach the power supply, confirm you have good memory and good cpu installed, attach the motherboard via vga cable to a monitor, and attach a usb keyboard the the motherboard, that when you turn of the computer you should be able to boot to either F2 or F12. If you don't get anything on the screen what is the next thing to check or do you just assume the motherboard is bad?

Depends on the system model; most won't POST without a recognized, working display.
If the system is old enough to have a removeable CPU, you may be able to test it separately, but on anything from the last few years, the CPU is soldered to the system board.
