"A Read Disk Error Occurred" - Cannot Boot

Hello,
 
I have a Dimension 4600, and I recently installed Windows XP SP2.  After re-booting, I get the following message, "A Read Disk Error Occurred Press Ctrl-Alt-Del to re-start."  I cannot boot to the HD and I can't boot to the CD.  In both cases, I get the message.  All I can do is get to the setup (F2) or boot menu (F12).  None of the other function keys do anything.  I have been advised that it is the HD that is causing the problem and when I ran diagnostics on the drive, it did find some bad clusters.  I hesitate to replace the HD since I'm not sure this will solve the problem since I can't boot to CD either.  Has anyone encountered this problem?  Any possible solutions?  Any way around this message?  Could the mother board be the culprit?

    Dan, when attempting to boot from a CD make sure that the CD drive is the first drive listed in the boot sequence for the system.  Also, if you have more than one CD /DVD drive then try booting from both drives.  On a Dell system only one of the optical drives will be the bootable one and it may not be the upper most drive in the tower.
