Boot Up Error

I have a Dimension 8400 that is 3 years old.
System froze a couple of days ago, rebooted system. windows xp logo came on screen, then went blank, cursor flashing in top right hand corner.
Turn off and on again, press F2, comes up saying keyboard error.
Have purchased new keyboard but still get same error.
Is there a reset somewhere?? Cannot get Bios screen or anything for that matter.
Any suggestions will be greatly appreciated.

    Are you using USB keyboard?

    Yes it was a USB Keyboard, the new one i purchased is a PS2 connection.
    Last night i disconnected everything except the moniter and the PC booted up, i reconnected everything and it worked fine but i couldnt get the new keyboard to work. I then restored the PC to an earlier setting, connected everything inc keyboard and i got it to work...i thought ..great..was just a settings problem....But as soon as i reboot the PC, it does the same thing again...windows logo comes up then i get a blank screen with a cursor flashing in top left hand corner...reboot again and press F2 and it says Keyboard Failure.
    If i unplug everything and restart then it still wont boot up..Just like before.
    Any thoughts.....I can restore to an earlier time again but i guess id be doing this everytime i boot up.
    Do you think there is a board problem.
    Any one able to help?
