Can't boot or power down half the time

My Dell Dimension desktop does not power up completely, opening all programs, nor does it power down completely, about half the time.
 
Typically, when I power it up, it will run through most steps, open the wallpaper, open Windows XP, but no programs.
 
When I try to power it down, it will indicate that Windows is shutting down, but I come back after several hours, as I did this morning, and find it has not powered down.
 
When it is running, it runs at astoundingly slow speed, online and off (I have a DSL), refuses to open many links and is generally unreliable.
 
Can anyone help? I've tried the troubleshooting online help, and it was no help. THANKS!

    Usually start-up problems are easier to solve. They are nearly alsways caused by troublesome programs that load on start-up. The place to start troubleshooting this would be this MS article.

    Shutdown problems are a different matter, but there's a good troubleshooting guide for this as well, available here.
