DELL DIMENSION E521 ISSUE.
So I am trying to get into the bios of this Dell E521. USB does not work on post so i cant use that to get into the bios. As we all know I'm sure, the E521 doesnt have PS2 connections on the back of the machine. So to resolve this i purchased a PS2 PCI controller card ( SIIG DP PCI to PS2). I have tryed several different keyboards. I have reset the bios. I am not having anyluck. One question i had is if there are any power button tricks to turn on USB on boot?
Any other suggestions would be greatly appreciated.
If there is a detail you are missing that you need please feel

When i get to the shop tomorrow morning i will try your suggestions and see if they work. I will post back here with news of my endeavors.

Are you saying you can't press F2 before Windows starts to load to open BIOS setup using USB keyboard? Does USB mouse work?
Have you tried draining the motherboard power? Power off and disconnect power cable and all peripherals from PC. Press/hold power button for ~15 sec. Reconnect mouse, monitor and USB keyboard and try booting now.
Could be a motherboard failure but you might be able to work around the problem by connecting an external USB hub that has its own power brick. Connect the brick to the wall and the hub to a rear USB port. Then connect keyboard etc through the powered hub.
If that works, without rebooting, disconnect keyboard from the powered hub (leave hub connected to PC) and reconnect the keyboard to a different rear USB port. If keyboard is still working, reboot and see if it continues to work. If it does, disconnect the powered hub and reboot once more. If you're lucky...
