If you're not running 128 bit encryption, that may be why. Install that first, then try it. Also, see the stuff below re: Windows Update files in general.

From Microsoft Customer Service, here are their official recommendations for optimizing your system for successful Windows Updates, and for downloading progs. from Microsoft sites:

1. Clear Internet Cache and History: From Internet Explorer, click on Tools/Internet Options. Click on "Delete Files" from the Temporary Internet Files section. Then, click on "Clear History" button in History section.
2. Click on "Security" tab. Choose"Custom Level" security setting. Select "Enable" for all Active X Controls and Plug-Ins, and click "OK."
3. Click on "Trusted Sites." Click on the "Sites" button top/right. Make sure that the check box at the bottom labeled "Require Server Verification" is UNchecked.
In the Add box, type: http://*.microsoft.com and click Add.
In the Add box, type: http://*.conxion.com
then click OK
Close Internet Explorer, then re-open it.

Install latest version of the Microsoft Virtual Machine:
Go to http://www.microsoft.com/java/vm/dl_vm32.htm

Disable your Active Desktop, if it is on. Right click on your desktop, from the pop-up menu, go to Active Desktop, and make sure that all the checkmarks are removed from the following three choices:
View as Web Page
Customize My Desktop
Update Now

Microsoft also recommends disabling all Anti-Virus, Maintenance Progs, and Internet Accelerators before accessing the Update site. "Anti Virus software stops programs from writing to the registry in Windows, and this is a required operation for some programs to install."

Thank you for such a detailed answer. I have the 128 bit encryption and disabled my NAV. I did not clear Internet Cache and History, etc. I will try that . Normally I can download and install. It just seems like it is this one Update that won't install.

Here is a solution to your problem.

1. Download the MS update in question directly at:
http://www.microsoft.com/windows/ie/download/critical/q286045/download.asp

2. Use WinZip (download and install WinZip if you havnn't already) to extract this file into a directory on your hardrive. I used the same directory my update file was already in from step #1 eg. My Downloads.

3. Now go to My Downloas and find the .inf file created in step 2.

4. Right click the .inf file and choose install.

5. Toy will be asked if you wish to proceed with the installation. Choose yes and follow all instructions including a reboot.

6. Once rebooted you can verify succesful installation by going to Window Updates>Products Updates

I had the same problem. The word from microsoft is that if you installed the march 29, 2001 security update prior to the feb. 27, 2001 update it will not install. The march security update is being pulled for now and will come out at a later date. To fix it you need to sumit and e-mail thur there support page for windows updates and they will send you the feb. 27, 2001 update with a fixed installer. This worked for me and they replied to my e-mail with one business day hard to believe but true.
