My Dell won't boot up

When I turn my Dell Inspiron on, it won't boot up- a black screen appears giving me two options.One is to reinstall Windows-my dad already did that. The other option/s are to click safe mode, safe mode with networking, one other safe mode, last good configuration, and normal set-up. None of those worked. Does anybody have any experience or suggestions? Please, I really want to avoid paying a repair shop lol.

    Thank you for using the Dell Community Forum.

    Which Dell system do you have? What Operating System are you installing? It could be a corrupt install or even a bad hard drive. We need more information in order to help you get this issue resolved. Do you get any errors?  Try formatting the hard drive and reinstall Windows again.
