The system is too new for that option - it's done one of two ways:
IF windows will load, do so, open the Dell backup and recovery program, and proceed with a system recovery, or
IF you have prepared a set of recovery media on flash drive, connect the drive, press F12 at powerup and boot from the flash drive. Follow through the recovery prompts.
If Windows won't load, and you don't have a pre-made recovery flash drive, you'll need to call Dell support to purchase one in order to do what you need to do.
