U2414H issues

I bought a u2414h about a month ago and it has this really strange issue. In the center of the screen it looks like there are semi transparent lines running vertically. Its hard to describe but it looks like the bottom part of this picture.



Some things ive noticed trying to figure out the cause:
-the lines don't change or move when moving a picture across the screen.
-the ag filter is supposed to be cross hatching free and looks consistent when the screen is off
-ive tried different cables and it doesn't make a difference.
-ive hooked the monitor up to a laptop to make sure its not my video card and the lines were still there.
-the effect comes and goes. some times its almost the size of the palm of your hand and very noticeable, some days its barely there.

any ideas what could be causing this?

    Run the monitor Factory Reset, Self-Test, BID (Built-in Diagnostic) per these instructions which remove the computer and cabling from the troubleshooting. Do you see the issue when running the tests? If yes, get it exchanged if still inside the 3 year warranty period. If you do not see the issue, the culprit is either the video card, video card driver, or the cabling.
    - If the replacement monitor does not have the issue, return the original monitor to Dell using the return waybill.
    - If the replacement monitor has the same issue, the monitors were not the culprit in the first place. Send the replacement back and keep the original. Look to the system, video card, or video card driver as the culprit.
