If the files are under the D:\ partition, do I have to write D:\ as a save set? Then does it mean if I am not going to write a whole partition as a save set, I am not able to use VSS option? This does not make sense..

Yes, you are missing save outoput which should be in debug. So, instead of running group in debug you must do that for client. In backup command you can put something like save -D3 and that should do the trick (no need to run group in debug mode).
