2 Questions
1. Why is it that whenever I have a questions about the operating system, software, which is Windows XP they refer me to the manufacturer of the hardware, which is Dell?
2. I have Windows XP Home Edition. As the administrative manager how can I, (within my own computer), copy from a file or folder in one of the other users files or folders and paste it in one of my folders? Or, how can I copy one or more of my files and folders and move it to one of the other users of my computer? I guess, in a way, this is networking, but within my own computer. I checked out everything I could find that might relate to that, and so far have not found the answer.

The version of Windows that Dell supplied (or any hardware manufacturer for that matter) is a specially licensed version that requires the hardware supplier to provide support for the software. Microsoft provides such licenses to the hardware manufacturer at a low price so that they can supply the software as part of the hardware. This saves Microsoft money, since the agreement states that the hardware manufacturer has to supply the support. Again it is part of the license agreement

The easiest way would be to log on as one user and move anything you want to share into the shared documents folder. The shared documents folder can be accessed by any other user on the system as well as any users on a network connected to that system.
