Picking up wireless connection

I have an inspiron 6000 with wireless.  Although I dont have it at home my neighbor does and sometimes i can pick it up from him. I get a good signal most of the time.    But some times even with an excellen signal I can not bring up internet explorer or any other online connection. At other times it comes right up.   What is causing this and how can I rectify it?

    Do you have permission to use your neighbor's wireless network?  If not, it is considering theft and is thus illegal.

    Are you trying to access the signal or is it just a nuance? Like the previous poster noted…it is may not be “legal” to pull the signal 

    But assuming you have permission there are a few issues that can be the problem
    1. Are you accessing your internet via Ethernet at the same time? Your computer maybe “confused” on which “pipe” to use to the internet
    2. If they have encryption turned on and did not share they updated key with you. You will see the access point but not be able to complete the connection and get an IP address

    If you are not trying to access the signal and it is just a nuance then you should be able to turn off the wireless feature on your laptop to eliminate pulling this up.
