It would be more than useful to know what operating system and Inspiron model you have, what kind of network adapter is installed in it, and what that adapter is connected to (router, access point, modem, etc.). Please specify model numbers when describing the devices.
One problem that can arise between autosensing switches such as the SR216 and 10/100 Ethernet devices is a breakdown in the link speed and duplex settings negotiations. That can lead to frequent attempts to re-negotiate the settings between the adapter driver and the switch firmware. Try setting the link speed and duplex manually, instead of the default setting of "Auto". That can be found under the advanced settings for the adapter configuration. Start with the speed the connection should have negotiated, 100 mbits/full duplex, and work your way down to 10 mbits/half duplex. See if any of those settings improve the disconnect messages. Also check to be sure that there's not a cabling problem by trying a different Ethernet cable, and a different port on the switch.
The current release of
XP drivers for the 440x 10/100 controller available from Dell Support is v.4.25, A08, dated 01/20/2005. You might want to try updating if the ones installed aren't current.
