Did you try using the Fn F2 key combination which toggles the wireless radio on and off?

If you open Network Connections, right click the wireless connection and select "View available wireless networks" do any networks show up at all?

it says, "windows could not configure this wireless connection" "if you have enabled another program to manage this wireless connection, use that software" "if you want windows to configure this wireless connection, start the wireless zero configuration (WZC) service. for information about starting the WZC service see article 871122 in the Microsoft Knowledge Base on the microsoft.com web site."

Open the Dell wireless utility and uncheck the box next to "Let this tool manage your wireless networks".  Next, open Network Connections, right click your wireless connection and select "Properties".  Click on the Wireless Networks tab, then check box next to "Use Windows to configure my wireless network settings".  Then click on the "View Wireless Networks" button.  Do you now see any wireless networks?

-when i right clicked on my wireless connection and selected properties, there was no wireless networks tab.... there was a tab that said "general" and "advanced"

Did you do the first part (disable the Dell Utility from managing the wireless network)?  If so, go to Start > Run and type services.msc then hit the Enter key.   Find the Wireless Zero Configuration service.  Double click it and make that it is started and set to run automatically.  Then see if you have a Wireless Network tab in the Properties of the wireless connection.

Wireless network connection  is unavailable is an unusual error.

Wireless utility or WZC, either will do the job.
