cpu socket is 478 indicating it is old pentium 4, which likely doesn’t support Windows 10. Older Pentium 4 (180 nm or 130 nm, Socket 478) => Windows 7 32-bit maximum. The current cpu sl6wj is Northwood 130 nm. It would not work with Windows 10. If you suggest a 90nm Pentium 4 for 478 socket, we can take a look at it.
apparently there are 478 cpus with nx bit. The prescot lineup has nx bit, If someone put a prescot cpu into this pc would you be able to install windows 10? ( I dont care if it runs well this is just for fun) The cpu in this gx270 currently is a sl6wj not sure if it works tho on those

So, to reiterate the GX 280 is the oldest Dell Optiplex to run windows 10. Bios update A07 added additional CPU support.

Why Because the 651 is a processor missing new required instructions which means it doesn't support 64 bit LAHF SAHF CMPXCHG16B and it is Hyper threaded.
Not supported doesnt mean not working but it does mean that the video and audio and chipset drivers may need to be manually installed because 10 wont find them.
915 video doesnt have a vista driver like the GX620 945 video which is"Windows VistaCapable" system was a system that used a WDDM-compatible Vista driver which is where the vista capable labels came from.
If your 280 has a vista capable lablel its one of the newer boards with newer chipset and socket.
So 32 bit Windows 8.1 and 10 will work but 64 bit versions will not. Also the Ram in the GX620 (PC2 5300) when using Penitum D 900 series is a lot faster than the GX280 (PC2 4200). I will test all of this once I can get hold of the appropriate parts.
I also don't think they offer a download for 32 bit ISO for windows anymore. All Future machines are 64 bit only windows 10 only. No more legacy or MBR or Dos Etc.
The other Gotcha is that the 280 actually transitioned into the GX620 and the boards died quickly due to bad capacitors.
The older Models with SKYDIVE Cases do not support HT cpus afaikt. This is based on motherboard version.
In order to upgrade to Windows 10 (64-bit), the LAHF SAHFCMPXCHG16B instruction must be present. If you receive this error your CPU doesn’t have the 64 bit CMPXCHG16B instruction.
I would recommend bios A08 which is the latest afaikt.
The info on intels spec sheet is wrong. All 65nm Cedar Mill's have the following: MMX , SSE , SSE2 , SSE3, PAE , Hyperthreading , Intel 64 , XD bit (NX) , CMPXCHG16b, LAHF/SAHF, and PrefetchW
I have windows 10 64 bit operating on my GX280. There are plenty of people on the Dell forum who have 64 bit windows 10 running on their Dells with the 915 chipset including the Optiplex 280 and the Dimension 4700 with the latest bios. Plenty of examples on YouTube showing the same. Plenty of examples on tech sites confirming the same.
Not having 4 gigs of ram installed is not recommended because it will be horribly slow.

GX270 is too old and too slow.
Doesn't meet minimum standards for windows 8 or 10
