So I just picked up a gtx 1650 ( 4gb 75w ) to go with my optiplex 7020 ( 290w psu ) I was told and read online the 75w version can be used without cables however, I plugged in the gpu and turned the PC on to see it telling me I need to plug the pcie power cable (s) in..
There are versions of the 1650 that require a power connector from the PSU. Look at your card and you should see a 6 pin plug on the card. That required connector is on the PSU and I am not sure that your PSU has that connector. There are adapters such as this one at Amazon that connect to a SATA connection but certainly not the preferred method of drawing power for the GPU.

JO is correct the Dell stock 290w psu does not have 6 pin PCIe connector you could get a Dell oem 365w psu for XE2 MT such as D365EM-00 hat has the 6 pin, presuming you have 7020 MT. he is also correct that some AIB cards add the 6 pin to card sometimes to overclock the gpu in factory etc. the reference 1650 does not require the 6 pin but that is just nvidia reference.
