could be failing psu. that is an old pc. bad psu can still turn on fans and light.
without a proven working psu it will be hard to work w No POST issue, but for now you can disconnect everything connected to pc (all cabled including hdd) and take out all ram, power up, do you hear two beeps? if yes then put only one ram back to see if you get any video. another thing to try is to take out cmos battery for 5 min and reset cmos jumper on motherboard.
