Is there a discrete video card in the system?  If there is, it will often disable the onboard video.

Remove any discrete card and Windows should then see the integrated video.

The Intel ARC B70 is not listed as compatible in the Precision 3660 Specifications. Primarily because the B70 was released well after the introduction of the 3660 so it would not be something we would validate even now. Additionally, the B70 needs Resizable Bar to function at its best which is not an option that the BIOS in this model exposes. That isn't to say that the card isn't fully incompatible, but it will be a blocker to full performance gains. I'd check out the BIOS Display section and try adjusting the "Enable Multi-Display" and "Video Primary Display" options to see if maybe trial and error can get the card to display in Windows. If still no dice, then I'd likely call it not compatible.

than i9 12900, I believe there should be some exceptions to support

new and extremely popular gpu's. Now I have a water cooled 64gb

machine that is useless to me. Also I do not have "Enable Multi-Display" 

option. It will make a nice E-mail machine.

I have worked in ALL kinds of mil spec public saftey and IT environments and 

firmware updates for added support is the rule. I know I am not the only one with this issue

there are countless people that want b70 support for recently decommissioned machines and

supposedly there is a fix on the way and not by Dell -- I will just wait.

I go into Dell  command configure and  pcimmiospacesize

options = "auto-small-large" 

are not configurable either through the gui or command line with error not allowable.

Yes run as admin and supply passwd to cctk.exe

Sure the basic stuff works on command line not the stuff that would enable the b70.

You aint kidding the options are there the bios doesn't expose it.

So basically it has a resizable bar that doesn't resize the bar -- great

I think Dell should have a little more respect for the owners of their machines

after the support payments stop as I invested money in this to upgrade it

with new Dell parts as all specs were met ,

but not really. 

There are b70's running on much older machines with nvram hacks that

would take an hour for Dell to implement but no.
