The Visioneer Drivers and Manuals page does not even list the 26 year old Visioneer 4400 in their drop down list. I cannot find a "legacy" product list on their page.

I suggest that you visit the Visioneer's legacy support section first. Since the 4400 is old, it may be easier to locate Windows XP drivers than drivers for Windows 7, and compatiblity mode may be necessary.
