I have a Dimension 8200 and the CD drive (HL-DT-ST-CDRW GCE 8160B it's a Sony) displays the above error code in device manager.  The drive is not present in My Computer.  I ran the diagnostics and all is well there.  I went inside and everything is in order there.  I also tried the fix by Microsoft both automatic and manually to no avail.  One thing I notice was that there was no upper filter in the registry to delete.  So apart from a reinstall, is there anything else I can do?
