trouble starting computer

I have a dimension B110 computer.When i push the power button it will not come on.The fans are running and the light on the front is amber  but the computer will do nothing.The screen is black any help would be appreciated.

    Open the case and check all the data, power cables and memory, by removing and reseating them.
     
    Try running Dell diagnostics extented test on the hard drive.    Reboot the computer, when the Dell logo appears, press F12, a boot device list appears, highlight the "Boot to Utility" partition and press "Enter".

    i had it worse, i had an amber flashing light and nothing got power.  not the fan, or hard drive, or anything.  they said my power supply got hosed and will send a tech to install it.
