Here is another way that you can get you vsa license.
UVSA CE Workaround : The workaround for getting the UnityVSA Community Edition trial license is to open a Service Request with License Operations.
Licensing Service Request for UVSA CE Trial License:
Customer (internal or external) opens a Licensing Service Request.
1. There are 3 ways to open a Service Request:
By visiting https://dell.to/39pDazI and using the Live Chat. The Chat Team will assist the requester to create a Ticket.
A Service Request can be opened on the Support Site by selecting "Create a Service Request" and providing all the relevant information required to address the request.
Contact the Dell EMC Support Line by calling 800-782-4362, option 4, option 4, (at any time) and they will assist you and/or create an SR on your behalf.
2. Information needed in the Service Request:
Software Part Numbers – 456-110-674 UnityVSA CE 4TB=IC
Quantity/Capacity – Qty 1
3. Machine information: UUID
4. Site Info
5. If this is a Dark Site, please inform Licensing of this
6. Reason for trial license = UVSA CE Trial License Website is down
When will the "Not connected, Verify Network" error on the evaluation license website be corrected for the UnityVSA license request? It has been going on for years? Chrome or Edge give the error anytime you try to generate a new license request.

you need to have an EMC account in order to access the page. Here is a knowledge base article that states that as well. https://dell.to/2vRBlHr
You will need to create an account on https://dell.to/375ttiC. Once that is done then use the https://dell.to/383Xn88 & it should bring you to the page.
