Blue Help & Support Panel

I am unable to open the Blue Help & Supprt Panel after I click on the START button, I can access the various services individually, such as System Restore by going into the Accessories Panel and then System Tools, but the Blue Panel has several useful short cuts in it.  Can you help please?

Many thanks

If clicking the desktop and pressing F1 does not work, you could try the suggestions at Kelly's korner
click on the H and scroll down.
I suggest you try this one first:
Start Menu/Help and Support doesn't work:  Go to Start/Run and type in: helpctr -regserver
If that does not work, try
To reinstall Help and Support: Go to C:\Windows\inf\pchealth.inf.  Right click and choose install. Have your CD handy.
Note: The folder is hidden by default. Go to Start/Run and type in: control folders. View: Show hidden files and folders and uncheck Hide extensions for known file types.
Or if that does not work, carefully follow the instructions under Help and Support Update. You will lose the  Dell overlay. If you want that back you can download it from
save Dell PC Health program to your hard drive and install from there.
