Not sure if you mean changing the Start (button) to Classic Start menu view or you are referring to the options (e.g. Icons, Details etc) available when Control Panel is open & click View?
If you right-click the Start button (bottom LHS of screen), select Properties, click on Start Menu tab, you can select Classic Start menu option.
Or you can click on Customize button (with either Start menu or Classic Start menu selected) then click Advanced tab, here you will find more options including those associated with Control Panel.
