The first thing to do to speed up the system and the OS is to install as much memory as possible into the system. Check out parts for your Dell located in my sig file on this post. Adding memory will more than likely resolve your issue.

Thanks for the tip. I will give her a try by adding more RAM memory. I just thought 1GB was enough but apparently not. Thanks for your help and I will get back once I install more memory.

Before and after adding memory, look at the Windows Experience Index in the Help. In particular, drill down until you get to the link to view performance problems in the event log. What are your scores now?

Because I am at work now, I won't know the windows experience just yet till I get home tonight. However, I do have a question in terms of RAM memory's performance & configuration. Is it any better to have 2GB in a form of:

1 X 2GB or

2 X 1GB or

4 X 512MB or it doesn't matter just so long it has enough memory and slots to run Windows 7?

My base score in Windows Experience is 3.1

In the graphics department something mentioned about "Windows Desktop Aero" scored the lowest. What does that mean?

In terms of RAM memory, it scored 4.3 w/1GB but when I installed 2.25GB, it scored a little bit lower to 4.1 something doesn't sound right. Either way, having 2.25GB of memory didn't fix the problem. Perhaps I will look at my video card tonight since it scored the lowest. But in the meantime, does anyone else have a suggestion as to why Windows 7 is running terribly slow than Vista?

RESOLVED!

After for some time doing process of elimination & tinkering a bit, I have reached the conclusion that my high-end video card wasn't performing they way it should of been. I replaced a lower end video card for ha ha's and it increased my XPS Gen 2 to a whopping 80% faster. PLUS, the dual microprocessor fans in back of the unit slowed right down due to being old to a crawl to a tune of 6cfm. I have ordered another two fans which pulls a whopping 34cfm's each of hot air since the plastic green diverter pulls it directly from the processor through the rear fans. It just so happens, all this was a pure coincidence and bad timing.
