DSS NSS

I am about to do a clean install of Windows 7 Professional on my 1525 which previously had Vista. The Dell Windows 7 Manual Reinstall doc, Step 5, calls for Desktop System Software (DSS) or Notebook System Software (NSS) to be installed before any other driver/utility. It says "This is located under System and Configuration Utilities Category" and that "it is a vital utility for providing critical updates and patches etc". However it also says "Currently the DSS or NSS are not required for systems with Windows Vista".

Thus my questions, which may sound dumb, are "If not required for Vista, is it same for Windows 7?" and "What does NSS do, as I was under the impression that all updates/patches are facilitated via Dell Support Center which is available as a separate application, and found under Applications, not Utilities?"
