You would probably have to set up a batch file or some other program that would actually open both of the programs.  Then the desktop shortcut would be to the batch file. 

The "batch file" is probably telling my "computer" age.  I don't know if you can really run a batch file in XP.

Yes, you can run a batch file in XP.  I created one to run a program, via the scheduler, every hour to backup a file to a zipdrive.  The hardest part was figuring out how to name the file with the date included as part of the name, but I found a program on the web that pulled the date from the computer - in a much different way than prior to Windows XP. 

Paindoc, if you want I can send you the file via email and you can easily modify the code in it via a text editor to accomplish your purpose.  The only question in my mind is whether the file will keep executing once the first command, to open IE or OE, is carried out.  But you won't know until you try.
