My Inspiron 14 5410 is not recognizing my external HD, in device manager, I keep getting the error "Unknown USB device (Port Reset Failed)"

I tried plugging in both USB ports, Reinstalling and updating all the drivers, turned off "allow the computer to turn off the device"

Nothing seems to work

The HD is working properly on a new Vostro 3405 and on my old computer.
