First, let me ask a couple of quick questions: Which version of Internet Explorer are you using? The reason I ask is that this feature is not available in IE3, 4, or 5, only in IE6. If you are using IE6, are you logged in as the Administrator or as a user with administrator privileges? The reason that I ask this is that an Administrator can change the privacy settings of any user and/or remove the Privacy tab from the interface. Take a look at this Micro$oft article on how to manage cookies in IE6:
