Problem with Systen configuration

I have no idea how I did it, but whenever my computer boots up into Windows XP,  it only opens the basic programs needed.  In other words, the programs that normally load up when I boot the computer up no longer load, including my internet access and sound.  Also...The task bar at the bottom of the screen is no longer blue, but instead it is silver, like Windows 98.  I tried to do a system restore, but I got a message stating that there were no dates set up to restore it to.  I can't bring up the system configuration window, either, and I have no idea how to bring it up so that I can reset it properly.

Incidentally, I have a partition on my hard drive. The other partition is set for Ubuntu.  I never have trouble booting it up,

Will I need to completely reinstall Windows?  Or is there a fix for this?  I don't want to have the unnecessary programs open up automatically because that slows the computer down. However, I do want the necessary programs to open up when I boot up the computer...

Go to Start\ Run  type in   msconfig     hit enter, on the General Tab be sure Normal Startup is selected, if not, select it and hit OK, if it is selected hit cancel.

If it was already selected, you may have a virus or something bad going on.
