System Resources

I have problems keeping the wirless internet connection working since switching from cable modem to SBC-DSL.  Win 98, Linksys wirless-B.  SBC says that my systems resources need to be 70-80%, and they are 42% when Zone Alarm is enabled.

Everytime I hook uo the Linksys router, the PC can't read the IP address, I have to re-boot, contact the network admin, reconnect.  Anyway -- to increase resources, is the FAT 32 drive converter a good option to use?  Will it mess up other programs/software?
