turn off - closing session

Is it normal that sometimes when I turn off the computer (Precision M65 Vista), sometimes it stays in the "closing session" screen and the only wat to shut it down is to turn off manually keeping pressed the on/off key??
 
what can I do??

    That should not happen.
     
    First of all let the machine boot up fully and do not open any programs.  Just shut it down again.  Do you get the message then?  If not, that means that some program you use does not shut down properly when you close it.
     
    If this is the case, when you are ready to shut down, right click Taskbar/Task Manager.
    Under the Applications Tab is anything listed as still running?  If something is running, click it and then click "End Task" at bottom.
