Restart loop after update

I have Dell 13 9370 and after an update, it goes through an endless loop of restart. I turn on and off three times after logo appears and the fourth time I let it run to enter windows recovery environment but nothing happened. The diagnostics are OK. Any suggestion to solve the problem by going to previous restore point?

    Can it boot from a USB stick?

     

    There are recovery DVD's out there...

    Hiren’s BootCD PE WinPE 11 Extensive hardware diagnostics, password reset, and partition tools.  Advanced users needing comprehensive repair suites.

     

     

    Is the BIOS accessible to check which, if any, Boot Manager is being called?

    Other settings like AHCI/RAID appropriate?
