When a Dell computer ignores the F2 and F12 keys and continuously restarts right at the Dell logo, it means the system is crashing or hanging during the initial Power-On Self-Test routine before the keyboard controller is fully initialized . This is almost always caused by a hung hardware controller—most commonly a corrupted/failing storage drive (NVMe/SATA SSD) , bad RAM initialization , or corrupted NVRAM tables .

 

Remove the Storage Drive (SSD / HDD)
When an internal SSD/HDD develops bad boot sectors, a locked controller, or corrupted partition tables, the UEFI firmware freezes while attempting to query the drive during POST . Because the system hangs waiting for the drive to respond, it reboots before registering keyboard inputs like F2 or F12 .

 

Power off the system and disconnect the charger/power cable .
Remove the bottom cover / side panel . Disconnect/remove the M.2 SSD or SATA hard drive . Connect the power cable and turn the computer on without any storage drive installed .
If the computer stops looping and successfully displays "No Bootable Device" or lets you press F2 to enter BIOS : The issue is a corrupted partition table or a failed SSD/HDD preventing POST from completing .

 

Isolate and Test the Memory (RAM)
Unstable memory timings or a faulty RAM stick can pass initial standby power but crash the system the moment memory mapping begins . If your model has removable RAM sticks, remove all of them . Insert only one stick into the primary slot (Slot 1) . Attempt to turn on the PC . If the loop continues, move that stick to Slot 2, or repeat the test with the second RAM stick alone.

 

Bypass Keyboard Handshake with "Fn + Power" (Diagnostic Boot)
Dell systems have a hardware interrupt method to force the onboard diagnostics even if standard keyboard polling fails :
Ensure the system is completely turned off . Press and hold the Fn key on the built-in keyboard . While keeping Fn held down, press the Power Button once .
Keep holding Fn until the Dell logo appears or the system begins beeping .
This forces the system to jump directly into the ePSA Diagnostic Environment, bypassing the boot drive and OS handoff entirely .
