It should be listed under the first link:-

    https://support.emc.com/search/?text=VNX%20Procedure%20Generator

The VNX Procedure Generator helps guides users through VNX VG2, VG8, VNX5100, 5300, 5500, 5700, 7500 procedures, CCA Requirements, ETAs, Parts Guides, RCM Activities, Upgrades, Replacements, FCOs, and Remote Support/install/upgrades.  Note:  The executable date does not reflect the version of the Generator. After installing the executable, users will have an up to date Generator, and will continue to receive updates without having to re-download.

    out having to re-download.

You should be able to get the generator from the above link.

The direct download for the generator didn't work for me but the connection on the first link allowed me to download the required generator..

I got this message when I clicked the link : "403 Access Denied - You do not have access to the file", not sure what's required to access that link. My account is EMC partner/customer, but still I got that message.

The location looks to have changed.
    The new link may help.

The SolVe Desktop tool replaces the Interactive Procedure Generators (IPG). The SolVE Desktop tool will not only provide procedures for common tasks, it will also perform technical reviews by comparing the proposed engagement against known issues using built-in rules. SolVE Desktop automatically provides relevant alerts from the EMC knowledgebase, and FCOs, based on your engagement. Please Note: The executable date does not reflect the version of the Generators.
