Precision 5820 memory card issue, 2 yellow 3 white

I have a PRECISION 5820 desktop but I had some problems when reinstalling the Windows system.

It cannot start and the start bottom showed 2 yellow and 3 white, which seems to be a memory card issue. And I reinstalled the memory card and it doesn't work. I had two 16G SKhynix memory cards.
