Was there a code as well with that validation number? Run diagnostics (F12 immediately at boot) and watch for specific RAM error codes. It may be bad RAM or a RAM slot or it may be as simple as reseating the RAM.

Предзагразочный анализ Dell показал изменение системной памяти, нажал диагностику и проверку памяти (около 4 часов) - результат "Проверка: 78934", никаких кодов ошибок не отражалось.

memory has changed just means system detects different amount of memory from last successful POST. If system is stable, no need to do thorough memory test. whatever code you get is irrelevant as long as system does not crash or become unstable while running.

Система стабильна, но Windows 10 не может толком обновиться, постоянно обновляется и не может завершить обновления, также не может обновиться SupportAssist. Хочу обновить и увеличить оперативную память, сейчас у меня 2 планки по 4 ГБ, хочу взять 2 планки по 8 ГБ. Стоит ли это сделать?

it does not hurt to give it a try with 2x 8 Gb. the worst you would get is No POST or beeps from PC. you still have not given the model of your PC but I would guess it is using DDR4 memory.

2x8 GB total 16Gb should work in this model Inspirion 24 3464 according to user benchmark.
