Dell latitude E6420 WiFi issue

I recently purchased a E6420 with no OS, I installed Windows 7 64bit. I followed the suggested steps of driver installation order, however for some reason the WiFi card cannot be detected and does not show up in the device manager. I have tried many thing like reinstalling the OS, reseating the card and even replacing the WiFi card to no avail. Whenever I attempt to install the WiFi driver I get an Intel error stating the installation was  blocked, any ideas?

    I had done that, I also tried unchecking the wifi switch, rebooting a couple times and then re enabling, still nothing, in the bios under status it shows WIFi=Broadcom
