XPS 15/Precision 5510 BIOS 1.20.13 breaks charging

I can confirm this also happens with the 5510, and that reverting to 1.2.0 does not fix the problem.

I wonder if it's really a Windows issues because I have 1.2.13 on my 5510 DE and I don't have any issues with it charging to 100%.

Nope, it's not.  I have it here on Linux.

Hmm...now I'm wondering if I've drained the battery below 60% since I put on 1.20.13.

1.2.14 is out and the changelog says it fixes this issue.

Yes, it does fix the charging issue, here.

All of the other issues seen with .13 are still present (TB3 still non-functional under Linux, resume still broken under linux, resume still corrupts the BIOS under Linux.)

    Still, charging is back.
