Is there a solution for the jack noise problem?

I have the same problem in the Dell Dimension 2400, Windows2000 Pro SP4. I install the Dell site's drivers for this model but the speakers haves a low noise, including when the speakears are power-off.

    I do not see how this is possible. When the speakers are powered off, there is no electricity flowing through the voice coils within the speaker cones, and therefore no sound production occurs. Check other hardware within your vicinity to see if noise is emanating from something else. If the computer is not powered off, check to see if fan noise or hard drive noise is the culprit.
