The PSU will not work on this system. Are there any beep codes coming from the system?

No, you cannot use the power supply from from a L Series system in a E310. The L Series use a Dell proprietary unit with a 20-pin main motherboard connector.

The E310 can use most standard generic stock ATX power supplies, with either a 24-pin or 20 + 4-pin motherboard main connector, with or without the on/off switch, can be installed.

So is the power supply box whats causing the problem? What about the light on the motherboard. Its solid yellow/orange. Should it be that color? Or is my motherboard fried?

I answered your post about, if a L Series PSU could be used in a E310/3100 system.

What is the reading of the power button LED, green, blinking green, solid amber, blinking amber?

Check the reading of Diagnostic Lights on the front panel?.

Yes, you should be able to buy a replacement from CompUSA, don't buy a really cheap power supply, check out the Antec and SeaSonic power supplies.
